I will however say this: Paying on Paypal as Friends & Family does not protect your purchase as a consumer. It might be best to call your individual card holder and inquire. It would depend on each individual credit card as to whether they would consider it a cash advance or not. but firing off smaller scale dollar amounts won't fly any more.
